Institutional Review Board

The Institutional Review Board (IRB) is a committee that abides by federal regulations, state laws and institutional policy to provide ethical and regulatory oversight of research involving human subjects. The IRB is a required for all federally funded projects involving human subjects and is mandated by the National Institute of Health and the National Science Foundation.

The ethical standards of the IRB are based off the "The Belmont Report: Ethical Principles and Guidelines for the Protection of Human Subjects in Research" (National Commission for the Protection of Human Subjects of Biomedical and Behavioral Research, April 1979). The report summarizes the main principles:

  • Respects for Persons
  • Beneficence
  • Justice

Respect for Persons:

  • A person’s participation should be voluntary and with informed consent
  • A person should be informed of what is to be done for the research, along with potential risks and benefits of the research
  • A person should be treated as an autonomous agent
  • A person with diminished autonomy are entitled to protection

Beneficence:

  • A person should be treated in an ethical manner by:
    • Respecting their decisions;
    • Protecting them from harm;
    • and securing their well-being
  • To do no harm to a person by:
    • Maximizing possible benefits
    • Minimizing possible harms

Justice:

  • Fairness in distribution (participants are selected equally)
  • Weighing the risks and benefits:
    • “Who ought to receive the benefits of research and bear its burdens?”
