Types of Sponsored Agreements

Grant

A grant is an award of financial assistance for research, instruction, or other sponsored activity.  Sponsors award grants on a competitive basis to recipients responding to a sponsor's program announcement.  A grant award instrument is used when the principle objective is to accomplish an agreed purpose.  The scope of work and expected outcomes are less defined than a contract.  

Subaward

Subawards transfer a portion of the programmatic work to be done by another institution to GCU, the subrecipient.  To qualify as a subaward, GCU must have responsibility for programmatic decision making and measurable performance requirements related directly to the prime award.  A subaward is written under the authority of the prime awardee and will be consistent with the prime awardee’s terms and conditions.

A subaward must include a clearly defined, intellectually significant Statement of Work (SOW) to be performed by the GCU and is performed by GCU’s personnel, using our facilities and resources.

As a subrecipient, GCU is responsible for adhering to the terms and conditions of the subaward, including those flowed down from the prime award.  By doing so, we assume creative and intellectual responsibility and leadership as well as financial management for performing and fulfilling our SOW within our approved budget.

Cooperative Agreement

A Cooperative Agreement may be a funding mechanism used by federal agencies when a program requires more agency involvement and restrictions than a grant but requires less agency supervision than a contract.  The principal purpose of such an agreement is the transfer of money, property, services, or anything of value to the University in order to accomplish a public purpose authorized by federal statute.  This agreement type is generally governed by OMB Uniform Guidance if the sponsor is a Federal agency.

Contract/Fixed-Price Contract

A contract is an award for a prescribed or defined project with a designated period for a specific amount with defined deliverables.  There are two types of contracts - Cost-Reimbursement and Fixed Price.  In a cost-reimbursement contract, the sponsor agrees to pay for all allowable costs incurred by the University in the process of doing the work or research up to an agreed upon maximum.  A fixed-price contract commits the principal investigator(s) to a defined scope of work for a set sum; that is, the sponsor pays the University a fixed sum to complete a specific job, regardless of actual cost.

In general, the criteria for identifying a contract are the same as those for a grant, except that:

  1. The award is subject to formal conditions outlined in a contractual instrument signed by both parties.
  2. The sponsor may places more restrictions upon expenditures allowed in the pursuit of the activity (e.g., clauses concerning "Buy American", ceiling on certain spending, etc.).
  3. The sponsor requires periodic progress reports, as well as invention reports, royalty reports, financial status reports, equipment inventory reports, etc.
  4. There may be intellectual property, confidentiality, and/or publication conditions associated with receipt of the funds.
  5. A closing audit is sometimes required.

Prizes

Prizes are awarded as a result of a competition.  The competition may be by an individual or a team. Contact the Office for Contracts and Grants (OCG) as soon as you plan to apply for a competition and we will can assist with interpreting eligibility requirements, terms and conditions, and other issues that may impact receiving funds if the prize is awarded.

Prizes may be for research, instruction, or other sponsored activities. Prizes are not charitable contributions, so they cannot be considered gifts, nor are they payment for services.

Professional Sales and Services Agreements

Professional Sales and Service Agreements are for routine, regularly performed standardized work without significant interpretative analysis or creation of new knowledge. This type of agreement is often used when pre-existing protocols, models, methods, or software is used to analyze, test, or draw conclusions.  A product or service is considered "professional sales and service" if

  • The product or service is associated with a core University mission
  • It is offered to external clients on a recurring basis 
  • The product or service is a by-product of the operation of a sponsored or instructional program
  • Payment basis is per unit or per service
  • Satisfactory facilities for product or service do not exist elsewhere (single source)
  • It is non-competing/must not charge less than total cost.

Gifts

GCU faculty and staff may seek and receive external support for research, scholarship, teaching, or programmatic initiatives in the form of a gift. A gift will generally be motivated by charitable intent and is irrevocable. Gifts are a voluntary transfer of items of value from a person or organization where no material amount of goods or services are expected in return. Sometimes called charitable grants, gifts may share features with sponsored projects/agreements, including requirements for progress and financial reports or deliverables, and a clear scope of work. The University has obligations to its sponsors and donors to appropriately classify financial support received to ensure good stewardship of the funds and to maximize any benefits that may accrue to both the sponsor/donor and GCU.  Therefore, it is important that gifts are recorded properly and in compliance with GCU’s policies and procedures.
